Sevenoaks Local Plan—We Have Sample Forms

This is a follow-on to the note the Knockholt Society delivered both online and by hand last week. We now have sample Regulation 19 forms with all the technical info you need to make your voice heard over Fort Halstead, Broke Hill and the general Over-Development of our area. On the latter, there are SEVEN proposed housing sites.

The sample forms are thanks to the hard work of Halstead Green Belt Future Group (HGBFG), as those of you who braved the snow and attended the packed meeting on Tuesday, 22nd January at Halstead Primary School know.

We made it clear in the previous note that it’s INDIVIDUAL responses that count, not petitions. Regulation 19 takes that a step further in that a form must be filled in for each site you wish to comment on, so we now have three forms that cover each of the three areas of major concern to Knockholt and our neighbours in Halstead.

GET THE SAMPLE FORMS FROM THE SOCIETY

As each form runs to five pages, the Society will not be printing and hand-delivering them en masse throughout the village. We WILL however:

•           Print copies and have them available on request to those of you without the means of using the online route—’phone Society chairman Tony Slinn on 01-959 532 300. Those of you reading this who have friends and neighbours in that position, please let them know this service is available.

•           Send the forms via email as editable Word files to everyone requesting them—email your request to Tony Slinn at tony.slinn@btinternet.com.

You may wish to add further comments to the forms. In addition, if you wrote a letter originally commenting on the sites, it’s important to state that on the forms. SDC will have given your letter a reference number and it’s also important you quote that. Find it by firstly going to http://planningconsult.sevenoaks.gov.uk/consult.ti/dlp2018 then scroll down to ‘Links’ and click on ‘View the responses’. That will take you to ‘Responses to the Consultation’ and under it ‘Comments’. Go to ‘List of Respondents’ and click on ‘View the list of respondents in this consultation’ and they’ll all come up in alphabetical order. Then, under your name, click on ‘List comment(s)’ and you’ll find the reference number. For example, Knockholt Parish Council’s response ref. is DLPP333.

If you didn’t make an original comment, and don’t wish to comment further, all you need to do is fill in your name/address and sign/date the forms.

You can send the forms to Sevenoaks District Council (SDC) in one of four ways: (i).via email (planning.policy@sevenoaks.gov.uk), (ii). print them out and hand-deliver them to SDC’s Argyle Road offices, (iii).take them to Halstead Post Office where HGBFG will collect and deliver them for you, (iv). post them.

The Society and HGBFG ask that you wait until Friday, 1st of February if you intend to email/hand-deliver to SDC. The reason is that while Broke Hill has currently been dropped from the Local Plan, it’s likely the developers will appeal and the later we leave advising of our arguments to SDC (which will put them online asap) the better. The absolute deadline, however, is midnight on Sunday, 3rd February.

A REMINDER OF HOW IMPORTANT THIS IS

•           Broke Hill (SDC ref. MX41)—while currently out of the Local Plan, the proposal is to build around 900 houses on the former golf course and Green Belt site with all that entails for our area. We need to support SDC’s decision to exclude it from the Local Plan.

•          Fort Halstead (Note the SDC ref. has changed and is now ‘Site 57’)—planning permission for 450 houses was granted in 2015 with a very important proviso agreed by SDC that the Star Hill entrance would be closed to traffic other than emergency services and buses. The developers told the Society that under their new plan they wish to open the Star Hill entrance to all traffic—and claimed to have Kent County Council’s support in doing that. Under this new plan—with formal planning permission likely to be applied for in March this year—the developers want to cram in another 300 houses. This ups the residential development to 812 (750 new houses plus the existing 62).
